The History of Whipper Snappers

For other young men who were poor and didn't have money, it was kind of a case of all whip and no equines to coin a phrase. And so they became known as whipper snappers. There's a French word which is roughly equivalent to whipper snapper: frélucé. That's an old fashioned word that means a young, pretentious man.
