USAID looked at 41 innovations for low and middle income countries. It found that very inexpensive innovations had a much higher scaling rate. There could be multiple reasons for that, maybe innovators who really believe in their ideas were more willing to have them tested. And then finally, there's often a view that doing a lot of testing and formal testing is expensive, it takes time.
