The End Justifies the Means

The end justifies the means, which you do hear a lot of the tactical levels, slightly crass. So it does require legislation that, as Gwen said, but it also requires TTPs, tactics, techniques and procedures and policy. The real challenge we're going to have is that we can have our own ethical conversation within a democratic society of how to do this. And they will just be full on either exploiting the technology we've created to make our lives convenient, or they will use their own technology for their own ends. That's where things are going to get messy, I think. Sadly, we are going to run out of time.
