Water Is a Controversial Issue in California

In Boston, you get an average of more than three inches of rain every single month. In San Diego, we get less than an inch or seven months of the year. And yet, California is one of the major food producers producing sections of the United States. So how do they do that? What's a little rainfall? It isn't easy and we do grow tons of the nation's food here.
