The Shire Has Deep Soil
The Shire has deep soil, which means you can put down the biggest, longest, most solid roots. And a plant that does that can actually fulfill what it needs to be and what its life is kind of supposed to be. Tolkien suddenly goes really metaphorical in this passage - unusual for him. He tends to go more for similarly based image. Similes are very, very common throughout.
