C. Peter Wagner was teaching church growth at Fuller Seminary. He got very interested and involved in the vineyard movement, which was founded by a guy named Wember. So he started promoting the idea that the church went awry when we stopped believing that God anointed prophets and apostles. The true leadership of the church wasn't supposed to be elders or senior pastors but apostles and prophets.
