The Effects of Pre 2011 Sanctions on Syria
In 2005 an executive order declared that all property and quote interests in property can be blocked by the US if that property belonged to people who were contributing to Syrian government support for groups like Hamas Hezbollah, Palestinian Islam Jihad and PFLP. In 2008 there's another executive order is quite similar that said the Syrian government and people quote contributing to public corruption in Syria could have their property blocked as well. The accusation I'm sure you're familiar with that Syria was behind or involved in at least the assassination of former Lebanese Prime Minister Rafi Kariri and 22 others. So that was also put forth as a rationale for these pre 2011 sanctions. They weren't removed by the Obama administration.
