There also seems to be this broader set of interventions against potentially dual use or gain a function of research. That's maybe more driven by social norms around publishing, pre-prints, funding, whatever else. Joshua: What are actual intervention points that you can do here? Maybe including particularly useful ones that don't just fall within legal and regulatory capacity.
