The effects of the welfare state, as it expanded its scope, were, in many respects quite unintended. I think real social cohesion and a real sense of common good is much more likely to arise if we get back to the kind of idealized liberal state that i am positing here. The essence of modern democratic behaviour is looking after the people. And if you erode the provision of welfare and the provision of education, then the danger is an awful lot of people fall through the system.
