Lansdale, Harvey and Shackley especially, deployed the amount of attention to detail and micromanaging from the high command. But I think for good reason, they wanted to keep the CIA on a pretty short leash because of what had happened with the Bay of Pigs. So it's, knowing Kennedy and the way he handled other things, you can't take it at face value. And that but that RFK also could not really events the attitude that, you know, this is all not semi-serious.
