The Threat of a Counter-Offensive in Ukraine
There is a whirlwind of speculation this morning as to whether what we're seeing is the counter-offensive or probing operations. If that is our expectation, it may be misleading, leading us to mischaracterize the events that we're seeing now. Russia will be engaging with trying to shape the narrative of what we see in a way that favors them. And also, obviously, Ukraine will also be putting out information operations that they think will favor how they shape operations over coming months.
