Ethereum's Base Layer Protocol

Is there the concept of a base layer protocol being done? And therefore being able to say, Hey, like, we don't have to make these decisions anymore. LIDO has talked about ossifying like parts of the protocol so basically making the contracts completely, completely immutable. I'd say the closest to being there is maybe if you're even still like, you know, a sensible years away.
