The difference between Tor, which gives you some pretty ideal privacy if it actually works, and VPNs is that they hide in the crowd. So whoever is trying to do these correlation attacks against the VPN server will not be able to tell exactly what's going into or out of them. But there are some ways to, to do attacks to the call that traffic. And that's why it's generally not a solution for people concerned about privacy.
