Chicago PD and the Chicago Mass Shooting in JP's Pub

Luther and Frank Castile were basically a crime wave in the near west portion of Chicago back in Chicago where they grew up police would have difficulty in some of their investigations. The problem that Chicago PD had when it came to identifying them is that both of them looked exactly the same so they believe that one brother took the rap for another depending on which case they wanted to associate with. When it came to this specific crime the mass shooting in JP's pub there was no question about mistaken identity but his twin brother Frank was going to continue on with that reign of terror.
