An elder is somebody who has learned to modulate his voice as a result of the experiences of his life. As we get older, all the experiences we have been through, our voices are better. Life is a course of instruction designed to make our voices musical and effective. The elder has matured to become a singer. God's purpose is to create singers in this broad sense of singing.
