The Bretton Woods Conference also created the International Trade Organization, which would govern international trade. The US Senate refused to surrender their power to make our laws and refuse to ratify the treaty in 1948. In 1994, after all of the members of that 1940s Congress were gone, the baby boomer Congress finally signed the new global financial government into law as Ura Gray Round.
