People see the Quakers as a threat to social and moral order. The peace testimony is issued at that point to make it quite clear that they reject bloody principles. George Fox wants to convince magistrates in localities and nationally that Quakers are peaceful. They were that important. I think people think quiet Quakers in the corner of... They weren't quite, they were noisy in the 1650s.
