The united states would have to decide to do that. And i think generally they would look for a violation. So placing sanctions on a country you don't have much connection with is quite easy the us. Stopping north kareen goods reaching us makes no difference to the average american. But what about bigger countries? If we were to sanction china, for instance, that would be harmful to china, but likely devastating to the average us. Think the us. Would be willing to go off to countries with sanctions if it meant causing large amounts of domestic pain for themselves.
