CFOs all over the country have been taught to maximize returns on equity capital. They financed themselves through commercial paper because that was very cheap. And they let the debt creep up quite a bit of many companies. Then, of course, they all scared out of them by what was happening in markets and so they rushed to draw down lines of credit.
