Aaron Carroll: There's a few things in here that I felt like just sounded like the typical stuff that you hear at public meetings. The congestion pricing program is not to punish drivers, it is to raise revenue for transit and discourage people from driving if they don't have to. San Francisco was unable to build its citywide bike network in the early 2000s because of an environmental impact statement saying adding some bike lanes might create more traffic congestion.
