The Costs of Open Data
In May 2007, the USGS announced that it was going to make scenes from Landsat 7 available over the internet as a pilot project for the first time. The following year in April 2008, the US Geological Survey made all archive Landsat imagery available for free on the internet. But there's no reason why other commercial entities and organizations can't open up their data.
