The last time there was a big battle on this, I remember reading Ted Cruz, who is not exactly bleeding heart socialist. A lot of Republicans wanted to be able to tell gullible constituents back home. They didn't do it. Why has it become such a political football? Well, so this is sort of a complicated thing where we assume that when a congressman votes in the House of Representatives or the Senate, they're voting on their personal preferences and actual beliefs. But oftentimes what they personally want to happen is different from what they want their constituents to see.
