The Evolution of the Priesthood
I don't think I totally know what was added. It says like, no person is to be ordained to any office in this church where there is a regularly organized branch of the same without the vote of that church. The presiding elders, traveling bishops, high counselors, high priests and elders have the privilege of ordaining where there is no branch. That's the type of thing that David Whitmer would complain about.
