Ted Carr was arrested in 1947 after he kidnapped a husband and wife hitchhiker couple. The case fell apart when the victims refused to testify against him. In 1971, Ted swindled an old blind lady out of her entire life savings. He is thought to be responsible for another crime that remains unsolved today.
