The FSIA was enacted in 1976 to provide a comprehensive, judicially applicable answer to the question of whether certain categories of defendants were amenable to suit. The earliest case often cited with reference to Foreign Sovereign Immunity is that schooner exchange case from 1812. It took well more than a century to codify it.
