The Conquest of Vienna

France's participation in the Congress of Vienna is what's so remarkable about it, says Peter Bergen. The five great powers work together at this Congress to establish a balance of power between them, he writes. This way, if one tries to go on another conquest bender, as Napoleonic France just did, the rest can gang up and end it before Europe gets dragged into devastating total war, said Bergen. He adds that creating five balanced yet empowered monarchies doesn't bode well for emerging ideas of classical liberalism or nationalism.
