How to Prevent a Tech Overflow

How do you let upper management know when something's going to be done in a reasonable amount of time? How do you communicate that properly if there's not estimates just out of curiosity? And it basically broke down into or boiled down to doing things in small chunks. Just by doing things in smaller, more isolated sections, we kind of insulate ourselves from larger problems.
