The Scattered Sheep of the Lord
The shepherd was responsible for the protection of the flock entrusted to his care. The false shepherds were exploiting it for their milk, meat and wool. Their lack of concern was especially apparent in their attitude towards the needs of the weakest and most vulnerable members of the flock. Block notes the shift of the meaning of the ke verb from verse six to verse ten. It suggests that the second verb of the lord's statement in verse 11 denotes a close examination of the condition of the sheep.
