Is the Rule of Law a Tool of Coercion or Repression?
The party still draws a huge amount of support from performance based legitimacy. There's a certain segment of the Chinese party state that buying the actual design of the law is above it. And it's not illegal for them to be above it because the law says nothing but what they cannot can do. But there are no legal checks on the actual power of the central party leadership, which means China is not really cool to be a rule of law country as long as that holds.
