It is not possible to say yes or no is polar hardship cost effective. It depends on so many variables for each individual payer for each individual patient that we may not have. For example, the willingness to pay threshold is what society is willing to pay. But if part of that cost is deferred to the patient due to a deductible or copay, individual patients willingness to payreshold may be much lower.
