Sheldon stern: Air strikes, a blockade and diplomatic approaches to the us were under consideration. Kennedy was concerned that invading cuba also would not look good to the world. There was less support for strikes because surprise bombing raids might be compared to what japan did to us at pearl harbor. We were trying to hold together a cold war alliance of free nations against the soviets.
