Putting Instructors - Eyes Over the Ball

Eyes over the ball to me is not a fundamental. The vast majority golfers that I've measured over 11 years and even Scotty Cameron has said this, stand with their eyes a little bit inside the ball. Stand in a manner to where you can see the line so that when you make a stroke, the ball goes where you're looking. Keeping the putter low doesn't a pendulum swing back and up, back down and back up again? There's nothing low except the low point of a pendulum.
