i think city states always coexisted with empires. In some ways, it already is in asia a to an extent. This singapore is the city state. There's the people's republic of china as the empire. And by chance, a few former empires are now build as nation s like china or all russia. Bu but in reality, they are empires that morfed into inter nation states. They're far, far more powerful than most nation states, including would be nation states like my native scotland.
