Is Bumgarner a Good Pitcher?

Madison Bumgarner just doesn't seem like his stuff fools guys the way that it used to. I don't know if his pitches are missing some rise qualities that they had before but he just doesn't have it or didn't in the second half last year. And even when he was like you know pitching effectively in the first half it was never quite like a dominant version of Madison Bumgarne. If it looks like it looked in August and September I would be surprised if you got more than you know three to six starts.
