The idea that the GI Bill would expand or college would become universally free was just seen as un-American or antagonistic towards the South. Democrats like Lyndon Johnson also saw this as an opportunity to expand government support for higher education. 11 months after the first Sputnik, Congress passed the National Defense Education Act but it wasn't exactly what they wanted.
