I think it remains to be seen. There's a naive theory about how that works, which I think is probably not correct. But there may be versions of it which are just blunt force and could have a big impact. So for example, I'm thinking of part of the CHIP's Act. One of the big investments is Micron. The semiconductor company is going to be building a massive facility outside of Syracuse, New York. Is that going to be seen as a federal investment that changes the life conditions of that community as a whole? That's a very contested congressional district.
