Most runners effort should mostly stay away from the middle of this spectrum and have most of your training be pretty easy. When you do hard VO2 max intervals, you end up doing a huge amount in that zone three because they're so long. So when we're talking about output from strides and very short intervals done periodically, you're actually keeping that percentage low.
