The Russian military is trying to fight with a largely contract force based on those peace time manning levels. That gives them actually very small percentage relative to the overal size of what the force is expected to be in a large war. The biggest problems tha actually the ution of contract service men along specialties. And it's missing just a tremendous amount of man power, rigt.
