Is It Really Hard to Reform Police?

There's been very little proof to me at all that you can actually scale any sort of police reform reasonably. It's also really hard to reform police, and potentially impossible to do so. The state is supposed to have a monopoly on violence like that is why police exist in the first place. That's why the whole criminal justice system exists. And in an armed society, thats not really true. At any point civilians can, like, act out and literally kill someone with just the pull of a trigger.
