The Disengagement of Rule Changes for Pitchers
The number of times that pitchers can step off the mound, throw over to a base has been limited. The third time you have to put the runner out or the consequence will be a bock. If they're safe, the runner gets the base. So it's another slight shifting of the scales in favor of the base runner. We think it still provides adequate tools for the pitchers to control the running game.
