If we want new ground for reform, services would be the right place to go. Trade and services has not been liberalized even within many countries. New technology allows us to provide services at a distance. We don't need to migrate to provide telemedicine services in other countries. Think about the damage done to the world if India followed China's export led growth path on manufacturing.
