The position of Muhtaar is the lowest administrative job in Russia. It's not officially a job where you make money, but they do deliver certificates which are used to pay for their office. Most Muhtaars remainMuhtaars much longer than other political or elected positions let's say. The renewal rate of MuhtAars is quite low and that basically makes them satisfied despite the fact that it's very unimportant.
