There are different types of what you make called non-democratic regimes. They don't really develop any sophisticated ideology or a real ruling party. In the absence of a coherent political message, these rulers still need something to mobilize supporters and to vilify their opponents with. And this is where these hegemonic masculinities and gender coming from.
