How to Estimate the Cost of a Neural Network

In the neural network, people all think in terms of electricity costs. They literally say how many training cycles they can do per kilowatt hour. So is there a way with your system to sort of extrapolate and estimate how much something would cost? The idea would be that you would run all three problems at several smaller scales. And then it would be able to extrapolate from there.
