Paul Matzko: The Fairness Doctrine was an attempt to solve an insoluble problem that goes back to the very early days of radio. He says it would force media outlets to give equal coverage to both sides on an issue. But as soon as they did, we started seeing questions of free speech versus fair speech and really the whole fairness doctrine began ticking.
