Do Fraternization Rules Erode Order and Discipline in the US Military?

There's a scene in Highline where two soldiers are about to have sex and their commanding officer gives him a thumbs up. Do we see strictures against fraternization going to be a constant feature of the US military? Or do we see that changing in 100 years, 200 years, something like that? Yeah, I see it eroding even now. And I think it's unfortunate.
