South Carolina's Black House of Representatives
In 18 68, south carolina gave all men the right to vote regardless of race or property. The state constitution mandated free public education for everyone including poor white people who had no access schooling. Most white students left when black students were admitted in 18 73. These dramatic changes were made by a majority black legislature in south caro lina.
