Government is like a technology. It's an abstract technology, which is difficult for us to get our minds around because it's so complex and so abstract. The idea that you should have free speech minority rigts is a relatively recent development and very radical. Religious freedom, separation of church and state, the right to protest, having a social safety net are also inventions.
