i could find no such promise this this promise of creating a new jedi order that kathleen kennedy seems to be alluding to now there is discussion i mean luke does convince ray that she needs to confront palpatine. There's nothing blatantly that happens in the dialogue that you could point at and say this is a promise. She certainly takes up the mantle the name of skywalker but you could almost interpret the end of that film as though she's going off to live in obscurity.
