Is Consciousness God?

The eyes are the windows to the soul. It can feel like seeing the whole universe just by looking into someone's eyes. Is there a transmission happening when we look into another person's eyes? Or is it just witnessing a silent presence as a model that helps us allow for the space within ourselves to let whatever is happening to happen?
